Employment History
Jan '00 – May '03: Operations and Plans Officer for the U.S. Army Contracting Command – Europe with $350k budget. Supervised base team of four (augmented when necessary) people ensuring right mix of contracting support for military and State Department operations including humanitarian aid, demining and special forces support in Africa and Europe. Lead and supervised up to eighteen military officers and non-commissioned officers from all branches of service, and fifteen local national hires from various countries in the Balkans. Provided successful contracting support for various needs for seven locations in the Balkans in spite of a yearly 200% turnover in personnel. Initiated the downsizing to four offices with twelve military and 12 local hires with no disruption. Supervised the awarding and administration of over $27M new contracting actions per year. Supervising the contracting support for our forces in Turkey in preparation for our efforts in Iraq.
July '96 – Jan '00: Chief of Contracting “Other Transactions”: Designed and implemented methods to measure the effectiveness of newly authorized government contract methods. Responsible for supervising six people, approximately 100+ Other Transaction contracts valued at over $5M. Chief, Program Integration: Coordinated the activities of program managers and the administrative team that supports them. Administrative Contracting Officer for the U.S. Army's Logistics Civilian Augmentation Program contract ($350M/year) in Tuzla, Bosnia.
July '93 – July '96: Contracting Officer at the U.S. Army's Communications and Electronics Command. Unlimited spending authority on behalf of the U.S. Government. Supervised a team of six that met with clients to analyzed their needs and put them into a contract. We prepared solicitations, analyzed proposals, negotiated, and awarded contracts between $100K and $350M.
Oct '92 – July '93: Competitively selected to attend Training with Industry program. Worked with Motorola's Government group to understand and appreciate industry challenges in preparing solicitations, bidding, performance and contractual compliance with the U.S. Government contracts.
